Art.15	Article 15 PROCEDURE FOR THE SETTLEMENT OF DISPUTES
Art.15.1x	Any dispute that may arise among the member States over the interpretation and/or implementation of this Convention shall be amicably settled through direct negotiation. In the event of failure to settle such disputes, the matter shall be referred to the Summit by a party to such disputes and the decision on the same shall be final.
