Art.24	Article XXIV SETTLEMENT OF DISPUTES
Art.24.1	1. In case of a dispute as to the interpretation or application of this Convention, its protocols or its annexes, the Contracting Parties concerned shall seek a settlement of the dispute through amicable means.
Art.24.2	2. If the Contracting Parties concerned cannot settle the dispute, the matter shall be referred to the Council for its consideration.
Art.24.3	3. If the Council does not reach a settlement of the dispute, it shall be submitted to the Committee for the Settlement of Disputes referred to in paragraph 2(c) of article XVI of this Convention.
